I have had a quick glance through most of the mails on thelist with this
subject and I have yet to see the reply which I think solved my problems
ages ago when I installed it.

Yup.. wanna know? ;-)
What Filesystem are you running? The first time I installed TVPaint I could
not get it to register no matter what I tried. At the time I was running
SFS (v1.89 iirc) on most of my partitions. After a few days of trying I
gave up on the program. Then, at the kickstart show I purchased PFS3,
installed it and then a week or so later on I found the TVPaint disks
again.
I tried installing it and woohoo.. there is went, it registered without a
problem. All I can possibly think is that is is SFS that caused me the
problem back then!
